Yes and no. Making power earlier rpms can increase 0-60 or 0-100 times which can help after a crash or at the start of a race. The real trick is to have a nice even curve. Think of the 04 ford focus svt to the 06 ford focus zx4 st. The svt has more power and torque at high rpms but the at is almost just as fast because though the st has less power and torque it comes on sooner and stays there throughout the curve. I'm not saying he is wrong as most of my cars were set up similarly at the beginning of my playthrough BUT when you crash you will get passed with this setup. Give yourself a little more power at the beginning of your rpm band to smooth the curve so you can be quicker off the line and better recovery times.

Rust just means that it's damaged , Also Restore a player owned car without painting it and check the car value , Then spend $1000 to paint the same player owned car and then check the car value , Before & After the paint job the car value is the same , So you lose out on a $1000 , If you are going to resell a car I would just fix it up and not paint , It's not worth losing $$$$$$ .
